The presence of the Occultist and the Shieldbreaker seem to indicate that they are against a boss with high PROT. I list the party I used to easily bring down a Boss and let's see if someone guess which boss was:

I think developers just want to give a feeling of uncertainty.
You can see indeed that you cannot have a 100% chance to hit so it's fair that's it is applied on enemies too.
